Summary

reject reserved zero-epoch blocks in StreamContinuity::observe
add a regression test ensuring invalid input leaves the stream unstarted

This keeps the stream contract consistent with tracking, capture queues, and playback handoffs.

Validation

standalone C++20 stream continuity smoke passed with exit 0
git diff --check passed
